Ambient Assisted Living Joint Programme (AAL JP)

This AAL JP programme is a European cooperation of 23 countries + EC.
In NL the programme is – content wise - related to programmes like Care for Better (quality improvement in long term care) and National Programme Care for Frail Elderly people.
AAL JP is also related to programmes funded by the Ministry of Health regarding ‘domotics in small scale housing” (for people with dementia)’ and the Transition Programme for Long Term Care e.g. including a network of Telecare projects.

Main challenges are the EU ageing society, combined with future shortage of staff
Main objectives:
stimulate the development of ICT based solutions to improve the quality of life and the independence of older people.
foster the industrial base in Europe to provide these solutions.
In principle several/all life domains are relevant in this programme
Until now 3 calls ( 1 per year) have been launched with the following topics: ICT based solutions for older people for:
- prevention and management of chronic conditions
- advancement of social interaction
independence and participation in the ‘self-serve’ society

- A number of ICT based solutions (products, services, systems) in different areas that will be brought to the market in a period of 2-3 years after the project.
- (Knowledge about) appropriate business models
- Experiences with application of demand / user driven innovation
- (Knowledge about) appropriate user interfaces for older people
- Progress in actual interoperability between systems on the market
- Actual experience with (setting of) ethical guidelines for ICT based solutions for older people
Calls for collaborative projects requiring
- a user driven approach requiring participation of end user organisations in consortia
- development of business models by participation of business partners (+ SME’s)
- Applied research/evaluation from (social) research partners
Calls for Accompanying measures are envisaged but are not carried out yet
- primary end user organisations (organisations for seniors/patients)
- public or private organisations for services in e.g. (health)care, welfare, housing etc. (secondary end users)
- health insurance organisations/companies, municipalities, regions etc (tertiary end users) c,rocomap
- companies and commercial service providers
- technical R&D&I
- social sciences
- ……..
- Funding schemes for experimental development for companies (according to state aid rules (40/50/60 % for small/medium/large enterprises
- 75 % for research, care/welfare etc. organisations,
- 90% for primary end user organisations
Procedure
- Call definition, submission and evaluation and selection on central (international) level.
- Funding of individual project partners by national funding organisations
see above; all project are international
The total annual budget for AAL is ca. €25 – 30 mln per year from the participating states +
ca. 25 mln. from the EC.
