The research and development programme „Developing work – learning competencies. Capacity for innovation in the modern working environment” aims at strengthening capacity for innovation by linking up work design with the development of competence, personnel, and the organisation itself. In doing so, important development trends must be considered which take effect as framework conditions in the innovation process. One of these trends is the decrease of the population accompanied by an increase of the average age. This is also reflected in the working environment especially through ageing staff. The demographic development will continuously gain in importance in the years to come. It poses huge challenges for everybody as well as for companies and the society on the whole. New forms of employment patterns and biographies mark these challenges, which can be described with keywords like longer participation in the working life, new competencies for maintaining and transferring of know-how and gender equality in the working life.

In order to use the opportunities of demographic change for innovations, it is required to develop new concepts of competence and personnel development as well as organisational design. The BMBF contributes with research and development to the creation of concepts and design alternatives for new employment and working lifetime models that are adjusted to the demographic change. Three thematic research and development areas were defined for support:   - Innovation potential through changed employment biographies   Amongst others this aims at developing models for the combination of different life, learning, and employment situations and to investigate how they can be integrated into the education and training system and the working process of especially small and medium-sized enterprises (SMEs).   - Measuring innovation potentials   Research projects focussing on this point highlight how companies can creatively make use of the change in the age structure for innovative developments. Above all this is about proving the added value of a demographically oriented company strategy.   - Regional aspects of the demographic change in the working environment   The demographic change is a complex phenomenon that is not accessible via political “standard solutions”. Therefore it is necessary to explore solutions decentrally, regionally, and in networks.

Work & Productivity

Objectives are new employment and working lifetime models. New concepts for the development of personnel structures and acquisition of competence as well as for the design of the corporate organisation shall guarantee that German companies will remain innovative and competitive also in the demographic change.
